Redistricting plan for county
preserves political status quo

After Council approves the plan drafted by its redistricting commission -- as it is virtually certain to do -- a fairly large number of residents will find themselves 'moved' to different districts. But there will be no change in the political complexion of the county. Republicans will still hold the lead in voter registration in only two of the 12 districts. Democrats will have a majority of voters in six of the other 10 and comfortable margins in the remaining four. The reapportionment was based upon population as determined by the 2010 federal census, not the number signed up to vote. The commission achieved its self-imposed target of all districts having within 5%, plus or minus, of one-twelfth of the county's total population That's  about 44,000. By law it was allowed up to 15% deviation.

Population growth south of the Chesapeake & Delaware Canal forced significant shrinking of the two districts which cover that area, but both remain, by far, the largest geographically. Resultant changes to the other districts resulted in John Cartier's Eighth District's western border jumping Interstate 95 to reach Marsh Road. Bob Weiner's Second District added Centreville and now reaches Lancaster Pike. Council has 90 days to make any changes to the plan -- considered unlikely --  and vote approval. The new alignment does not go into effect, however, until the general election in November, 2012. Barring any changes in the law, reapportionment will not occur again until 2021 irrespective of what the population does between now and then.
